Importers received UAH 36.5 billion in customs benefits for the month: which accounted for the largest amount

How many benefits did the importers get?

Compared to July 2025, the volume of customs preferences increased by UAH 7.3 billion, or 24.9%. Last year, for the same month, importers were granted benefits amounting to UAH 29.3 billion.

The largest part of July preferences fell on goods related to defense and provision of critical infrastructure.

Which products received the greatest benefits

The structure of customs benefits in July looked like this:

• - defense goods — UAH 21.6 billion, or 59.2% of the total volume;

• - excise goods, in particular tobacco for the production of Ukrainian tobacco products — UAH 7 billion, or 19.1%;

• - goods within the framework of free trade agreements — UAH 4 billion, or 10.8%;

• - equipment and goods for restoration and repair of energy infrastructure — UAH 2.4 billion, or 6.6%;

• - other benefits provided by law - UAH 1.5 billion, or 4.2%.

Thus, the largest direction remains the import of defense goods — it accounts for almost three hryvnias from every five hryvnias of benefits granted.

Benefits have exceeded UAH 245 billion since the beginning of the year

For January-July 2026, the total amount of customs benefits during import registration reached UAH 245.7 billion.

This is 72.5 billion UAH, or 41.8% morethan for the same period in 2025.

Already in the first half of the year, importers received preferences worth UAH 209.2 billion. So, in July alone, the amount of benefits amounted to over UAH 36 billion.

At the same time, the customs office set a record of receipts

Despite the significant amount of exemptions from customs payments, in July the customs transferred to the state budget UAH 78.3 billion.

This is the highest monthly indicator for the entire period of martial law.

Such dynamics show that customs benefits are mostly concentrated in categories defined by the state — primarily the defense sector, energy and international trade under preferential regimes. At the same time, the total volume of customs revenues remains significant, despite large-scale preferences for certain types of imports.
