The number of vacancies is almost twice the number of unemployed

According to the State Employment Service, as of the end of June, about 235,000 vacancies were open in Ukraine, while 93,000 citizens had the official status of unemployed.

In total, 147,000 Ukrainians used the services of the employment service. Thus, there are almost two job offers for one registered unemployed person, and the shortage of personnel on the market is estimated at approximately 88,000 workers.

The most job seekers are registered in seven regions

The largest number of citizens registered with the employment service was recorded in the Kharkiv, Dnipropetrovsk, Odesa, Poltava, Kyiv, Mykolaiv and Lviv regions.

It is these regions that remain among the most active both in terms of the number of job seekers and the demand for workers.

Most vacancies are offered in Kyiv and large regions

The largest number of vacancies is posted on the Unified vacancies portal, which combines the databases of the State Employment Service and leading Ukrainian employment sites.

Kyiv remains the leader in terms of the number of job offers, where almost a third of all vacancies in the country are concentrated. Among the regions, Lviv (20.9 thousand), Dnipropetrovsk (17.8 thousand), Kyiv (15.5 thousand), Odesa (13.7 thousand), and Kharkiv (10.5 thousand) regions offer the most vacancies.

Labor professions remain the most in demand

The most acute shortage of personnel is observed among representatives of labor specialties.

Most often, employers are looking for electricians, fitters, plumbers, electricians, track fitters, emergency repair fitters, welders, electric gas welders, auto fitters and drivers.

It is these professions that today remain among the most in demand on the Ukrainian labor market.

The shortage of personnel remains one of the main challenges of the economy

During the full-scale war, the number of officially employed Ukrainians significantly decreased. If in 2021-2022 more than 12 million citizens had an official place of work, then according to the results of 2025 this indicator decreased to 10.9 million people.

At the same time, Ukrainian businesses are increasingly reporting on staff shortages. According to the results of the latest surveys, 69% of enterprises have already noted a shortage of workers — this is the highest indicator since the beginning of regular monitoring.
