Kyiv remains the main center of entrepreneurship
The capital retained the first place in terms of the number of both business openings and closings.
In the second quarter, they registered in Kyiv 9.5 thousand new FOPs. It's on 16% morethan in the first quarter. At the same time, compared to the second quarter of 2025, the number of new registrations decreased by 1.5%.
During the same period, activity in the capital was stopped 6.2 thousand entrepreneurs.
Activity is growing in the Kyiv region as well. They opened here in a quarter 5.7 thousand FOPs — by 22% more than in the first quarter, and by 4% more than a year earlier.
Dnipropetrovsk is in second place
Dnipropetrovsk region took second place in terms of the number of new entrepreneurs.
It was registered in the region 7.6 thousand FOPs, which is 18% more than in the first quarter and 13% more year-on-year.
At the same time, 4,700 entrepreneurs stopped their activities.
So, the net increase was about 2.9 thousand FOPs.
Odesa increased activity by 30%
In the Odesa region, in the second quarter, almost 6 thousand new FOPs.
Compared to the first quarter, the indicator increased immediately by 30%, and the net increase was about 2.2 thousand entrepreneurs.
One of the factors of activation could be the beginning of the tourist season. In the first five months of the year, tourist tax revenues in the region increased by 15.1%.
Lviv Oblast continues to attract business
In the Lviv region, it was registered for the quarter 5.8 thousand FOPs, which is 15% more than the indicator of the first quarter. The net increase was approximately 2.6 thousand entrepreneurs.
They affect the entrepreneurial activity of the region tourism, business relocation and the state grant program "Own Business".
The tourist tax of Lviv Oblast for the first half of the year increased by 28%, which also indicates the activation of the tourism sector.
Where registrations grew the fastest
Other regions also demonstrated notable dynamics.
Kharkiv region. 5,300 new FOPs appeared in the region — 28% more than in the first quarter. At the same time, the number of closures decreased by 6%, which may indicate a gradual stabilization of business activity.
Poltava Region It was here that the largest quarterly growth in registrations was recorded — 49%. In the second quarter, 3,300 FOPs were registered. At the same time, the number of closures increased by 32%, so the net increase was about 1.1 thousand.
Vinnytsia The number of new FOPs increased by 28%, while closings decreased by 17%. One of the reasons is called the development of the region as logistics and production center.
Khmelnytskyi 2.6 thousand new FOPs were registered, the net increase was about 0.7 thousand.
Ivano-Frankivsk region. During the quarter, 2,500 FOPs were opened, and in annual terms, the number of registrations increased by 6%.
Businesses continue to be created faster than they are closed
The general picture indicates the preservation of positive dynamics of entrepreneurship in Ukraine.
It was also registered in the country in the second quarter of 2026 8080 new legal entities. In the first half of the year, the number of new companies reached 19,758 — 8% more than in the same period of 2025.
It the highest indicator in the last three years.
At the same time, entrepreneurs in the second quarter maintained positive expectations regarding business activity for the next 12 months. The business expects to increase the production of goods and services and improve the development prospects of its own companies.
What the geography of new business shows
The leadership of Kyiv and the surrounding region demonstrates the concentration of entrepreneurial activity around the capital. At the same time, the high indicators of Dnipropetrovsk region, Odesa region and Lviv region indicate that new business is actively being formed outside of Kyiv.
The decisions of entrepreneurs are influenced by various factors: the security situation, internal migration, relocation of companies, tourism, logistics, production and the availability of state support.
