Ukrainians can be exempted from the pension tax when buying housing for compensation for destroyed property

What do you propose to change?

The draft law provides that compensation for destroyed housing can be used not only directly for the purchase of real estate, but also for repayment of housing loan.

In particular, the funds are proposed to be allowed to be directed to loans for:

  • acquisition of residential real estate;

  • financing or investing in housing construction;

  • purchase of a land plot under a residential building;

  • acquisition of a share in housing ownership.

The pension fee can be canceled

A separate provision applies compulsory state pension insurance fee when buying real estate.

Citizens who buy housing precisely at the expense of compensation for destroyed property are proposed to be exempted from this payment. That is, during the registration of a new home, they will not have to additionally find their own funds to pay the pension fee.

What else will change

The document also provides for simplification of procedures for people whose housing was destroyed or damaged.

In particular, for real estate in territories unfit for life, they offer cancel the mandatory examination, if it is impossible to conduct it or it does not make practical sense.

In addition, it is planned to strengthen the protection of compensation funds from seizure and to simplify management State register of damaged and destroyed property.

The benefit is not valid yet

It is important that this is not yet a new rule for citizens. The committee of the Verkhovna Rada recommended adopting the draft law as a basis, but it still has to be considered by the parliament in the first reading.

Provisions can be changed before the second reading. There have already been comments on the document from the NAKC, the Scientific and Expert Department of the Verkhovna Rada, specialized committees and government structures.

The Budget Committee also drew attention to the possible consequences for public finances: the abolition of the pension tax will reduce budget revenues, and the expansion of opportunities for receiving compensation may increase public expenditures.

Therefore, if the draft law is adopted in the proposed version, Ukrainians will be able to use the compensation for the destroyed housing more flexibly and not have to pay the pension tax when purchasing a new housing.
