Ukrainian business has attracted over UAH 473 billion in soft loans under the "5-7-9%" program since the beginning of the war

Business lending remains active

According to the Ministry of Finance, only during the last week, representatives of micro, small and medium-sized businesses attracted another 465 loans for a total amount of UAH 1.7 billion. In total, since the beginning of 2026, banks have already issued 21,556 preferential loans for UAH 101.1 billion. At the same time, more than UAH 45 billion of this amount was provided by public sector banks.

If we count from the start of the program in 2020, Ukrainian entrepreneurs have already received more than 156,000 loans for a total amount of UAH 563.3 billion. This shows that the program remains one of the most popular mechanisms of state business support.

What do entrepreneurs spend money on?

The largest volume of financing is allocated to enterprises operating in regions with high military risks. More than 90 billion hryvnias have already been allocated to this direction. Almost the same amount — UAH 89.5 billion — was attracted by the business to replenish working capital, which allows companies to maintain production processes, purchase raw materials and fulfill financial obligations in a timely manner.

At the same time, a significant part of the funds is used for the development of production. Entrepreneurs received more than UAH 85 billion for agricultural products processing projects, and another almost UAH 71 billion for the implementation of investment projects. In addition, more than UAH 57 billion were directed to support agricultural producers, almost the same amount to anti-war purposes, and about UAH 10 billion to energy services and energy-efficient projects.

Why the program remains important

After the start of the full-scale war, the "Affordable Loans 5-7-9%" program significantly expanded. Today, entrepreneurs can get preferential financing not only for business development, but also for the restoration of production, relocation of enterprises, liquidity support and implementation of investment projects even in the regions most affected by the war.

The Ministry of Finance notes that the program remains one of the key tools for supporting the Ukrainian economy. Soft loans help companies keep jobs, maintain production and invest in development even in difficult economic conditions. The total volume of financing, which has already exceeded UAH 563 billion since the beginning of the program, shows that it is in demand among Ukrainian businesses.
