Ukraine received $3.35 billion from the World Bank to support the state budget

What does the financial package consist of?

The financing agreements were signed on June 24 during the Ukraine Recovery Conference (URC 2026) in Gdansk, Poland. The total amount of assistance includes two components:

  • • 1 billion dollars — a loan for development policy under the guarantees of the governments of Great Britain and Japan (500 million dollars from each country);

  • • $2.35 billion — a non-refundable grant from the F.O.R.T.I.S. Trust Fund. Ukraine FIF.

The funds arrived in just two weeks

Minister of Finance Serhii Marchenko thanked international partners for the quick processing of all procedures. According to him, only two weeks passed from the moment of signing the documents to the actual receipt of funds.

Financing became possible thanks to reforms

The allocation of funds was the result of Ukraine's compliance with the World Bank's conditions. For this purpose, the government and parliament adopted 13 laws and 7 by-laws aimed at reforming key sectors of the economy.

The changes include integration of the energy market to EU standards, improvement of the public procurement system, development of factoring, support of the agricultural sector, modernization of education and development of veteran entrepreneurship.

Ukraine is counting on a new tranche

Loans for development policy are one of the World Bank's key mechanisms for quickly financing the state budget in exchange for reforms. By the end of 2026, Ukraine plans to receive another 1 billion dollars within the framework of the second DPO program after the implementation of the next stage of the reform.

The funds will support the country's economic stability

The Ministry of Finance emphasizes that the implementation of structural reforms should contribute to the attraction of private investments, the creation of new jobs and the acceleration of the integration of the Ukrainian economy into the European market.
