Employers received more than UAH 20 million in compensation for inclusive workplaces

In half a year, the state financed the creation of almost 300 jobs for people with disabilities

In the first half of 2026, the State Employment Service paid almost UAH 20.6 million in compensation to employers for arranging workplaces for employees with disabilities. During this period, 292 applications were approved, and both enterprises and individual entrepreneurs received state support.

The program is part of the labor market reform, which involves a transition from fines for non-compliance with employment standards for people with disabilities to financial incentives for employers.

Who receives compensation

The state reimburses employers for the costs of adapting workplaces to the needs of employees with disabilities. Compensation can be received not only by companies, but also by private enterprises, as well as by self-employed persons with disabilities who set up their own workplace.

The maximum amount of payment is up to UAH 129.7 thousand for creating a workplace for a person with a disability of the first group and up to UAH 86.5 thousand for an employee with a disability of the second group.

According to the State Employment Service, in six months, 25 workplaces were financed for employees with the 1st group of disabilities and 267 for people with the 2nd group.

The program is most actively used by employers in the Kyiv region

Since the beginning of the year, employers in the Kyiv region have received the largest number of compensations, where 49 workplaces were created with the support of the state. More than UAH 3 million in payments fell on this region.

Cherkasy, Zhytomyr and Ivano-Frankivsk regions also demonstrated high activity. It is in these regions that the program remains one of the most sought-after tools for supporting inclusive employment.

A separate direction provides for compensation to employers who employ veterans who became disabled as a result of the war. During the first half of the year, the state financed the arrangement of 92 such workplaces, and every fifth decision was made for employers in the Kyiv region.

Inclusive employment becomes part of the labor market reform

The compensation program is one of the key elements of the state policy to create a barrier-free labor market. Instead of the practice where employers mostly paid fines for non-compliance with employment standards for people with disabilities, the government is gradually moving to the mechanism of financial stimulation of business.

Since the start of the full-scale war, more than 4,600 inclusive jobs have already been created under this program. At the same time, according to personnel platforms, the number of vacancies for people with disabilities continues to grow, and employers are increasingly adapting working conditions to the needs of different categories of employees.

What does this mean

For businesses, the program provides an opportunity to offset a significant portion of the cost of job placement while expanding access to the labor market for people with disabilities and veterans. For the state, this is one of the mechanisms of transition to the European model of inclusive employment, where the main emphasis is not on fines, but on encouraging employers to create affordable and comfortable working conditions.
