How many loans did the Ukrainian business receive?
According to the Ministry of Finance of Ukraine, during martial law, authorized banks issued loans to entrepreneurs 53,383 loans for UAH 207.7 billion within the framework of the mechanism of state guarantees on a portfolio basis.
In total, since the introduction of this tool to support micro, small and medium-sized enterprises, businesses have received 58,608 loans in the amount of UAH 213.3 billion.
In September 2026, banks concluded 79 new credit agreements for the total amount UAH 1.2 billion. The mechanism of state guarantees enables banks to partially protect credit risks and finance enterprises that do not have sufficient collateral.

How many loans are serviced by banks
As of October 1, 2026, 29 creditor banks were served 15,500 loans for UAH 77.9 billion. The principal debt for loans partially secured by state guarantees amounted to almost UAH 36.2 billion.
This is approximately 45% of the total limit of current state guarantees, which on the specified date was equal to UAH 80.3 billion.
Such a mechanism enables the state to support entrepreneurs' access to financing by sharing part of the credit risks with banks. At the same time, the guarantee does not mean automatic repayment by the state of the entire amount of the loan: its terms provide for partial provision of credit obligations.
Kyiv received the largest volume of lending
Kyiv accounted for the largest number of serviced loans. In the capital, entrepreneurs had 1,781 loans for UAH 11.5 billion.
Other regions with the largest amounts of funding include:
- Dnipropetrovsk region — 1,337 loans for UAH 6.2 billion.
- Kharkiv region — 823 loans for UAH 6.2 billion.
- Lviv region — 1,113 loans for UAH 5.3 billion.
- Kyiv region — 961 loans for UAH 5.2 billion.
- Odesa region — 1,042 loans for UAH 4.8 billion.
These indicators indicate a significant demand for credit resources in the country's economic centers and regions with developed business activity.
Which industries attract the most loans
By type of economic activity, the largest amounts of financing were received by enterprises of trade, processing industry, and agriculture.
The processing industry took the first place in terms of the amount of lending: 4,118 loans for UAH 29.1 billion. Agricultural enterprises received 3,141 loans for UAH 24.2 billion.
In trade, in particular wholesale and retail, as well as repair of vehicles, services were provided 5,617 loans for UAH 16.9 billion.
Other industries also attracted funding. There were 592 loans for UAH 1.9 billion in construction, 705 loans for UAH 1.9 billion in transport, warehousing, postal and courier activities. Enterprises of the energy sector received 57 loans for UAH 1.1 billion.

State guarantees remain a tool for supporting entrepreneurs
Lending with partial government support helps enterprises to attract funds for financing current activities, equipment purchases, replenishment of working capital and production development.
The program "Affordable loans 5-7-9%" remains an additional support tool. Earlier, the State Treasury Service transferred UAH 2.8 billion to the National Development Institution for partial compensation of interest on loans or provision of state guarantees for business loans.
Thus, state guarantees continue to play an important role in financing Ukrainian entrepreneurship during the war. The largest concentration of loans is observed in large economic centers, and significant volumes of financing are directed to trade, industry, and the agricultural sector.
