Ukraine is moving to a new electronic signature standard: what will change from September 1

What will change for users

The Ministry of Digital Transformation assures that the transition will take place gradually and will not create inconvenience for citizens and businesses.

In particular:

  • - current KEP will remain valid until the end of their term of validity;

  • - there is no need to urgently reissue electronic keys;

  • - all previously signed documents and contracts will retain legal force;

  • - electronic systems will check old documents according to the previous standard, and new ones - according to the algorithm "Tussock";

  • - from September 1 new KEP certificates will be issued only according to the new cryptographic standard.

What should a business do?

The Digital Ministry recommends that enterprises and software developers check in advance whether their information systems support the new algorithm. If necessary, you should contact technical support to ensure the smooth operation of electronic document management after the entry into force of the new rules.

Why was the transition postponed?

According to representatives of the Ministry of Digital Transformation, additional time was given so that all public and private information systems had time to adapt to the new standard without the risk of disruptions.

At the same time, the old cryptographic algorithms will not be turned off at once - the transition will take place in stages, which will avoid problems for users.

Digital services continue to evolve

The demand for electronic trust services in Ukraine continues to grow. Only in the first quarter of 2026, the Qualified provider of electronic trust services of the DPS issued more than 238 thousand public key certificates more than 86 thousand users.

The use is also actively expanding BankID of the NBU — according to the results of 2025, the number of successful electronic identifications exceeded 109 million, which indicates the further development of digital services in Ukraine.
