Ukraine has accumulated €7.35 billion "debt" for reforms to the EU

What reforms Ukraine did not implement on time

The largest part of the accumulated liabilities falls on several periods of implementation of the Plan of Ukraine.

By 2025 year remain unfulfilled 8 indicators, the total cost of which is estimated at 1.93 billion euros. Among them:

  • - civil service reform;

  • - regulation of the electricity market;

  • - improvement of the state aid system;

  • - increasing the number of employees of the High Anti-Corruption Court.

Some of these obligations are overdue for more than a year, which creates a risk of funding delays 280 million euros.

Unfulfilled indicators in 2026

IN the first quarter of 2026 Ukraine did not comply 4 indicators for the total amount 2.3 billion euros. They concern:

  • - modernization of the human resources management system;

  • - insolvency procedures for small and medium-sized businesses;

  • - competitive selection of prosecutors;

  • - approval of the Circular Economy Strategy.

By second quarter of 2026 remain unfulfilled yet 7 indicators on 3.12 billion euros, as well as 4 investment indicators, which provide for the financing of projects in the following areas:

  • - education;

  • - health care;

  • - provision of housing for veterans;

  • - support of territorial communities.

Why are there delays?

Experts explain that the implementation of the Plan of Ukraine has become more difficult due to changing the composition of the government, after which draft laws that have not yet passed the first reading in the Verkhovna Rada were withdrawn. This led to the postponement of part of the reforms and the shift in the schedule of their implementation.

An additional challenge was the updating of the Plan of Ukraine itself. After the July review, the number of mandatory indicators was increased from 146 to 173. By the end of the third quarter of 2027, the country still has to fulfill about 50 new indicatorsin order to fully implement the cooperation program with the EU.

Will Ukraine lose funding

Former Deputy Prime Minister for European Integration Taras Kachka emphasized that there is no reason to panic. According to him, the EU financing mechanism works according to the principle "money in exchange for reforms", but allows the postponement of certain deadlines.

He emphasized that all previous indicators, even if they were completed late, were eventually included, and Ukraine received the planned funding after the completion of the necessary reforms.

The EU continues to support Ukraine

Despite the delay, the European Union continues to implement the Ukraine support program. Newly Council of the EU agreed to update the program Ukraine Facility, which implies additional financing in the amount of 8.3 billion euros for 2026.

Obtaining these funds also depends on the implementation of new reforms, among which special attention is paid anti-corruption policy, reform of the judicial system and increasing the efficiency of public administration.
