Digitizing the reconstruction of Ukraine: how artificial intelligence and electronic platforms help rebuild the country

Ukraine is forming a digital reconstruction management system

Reconstruction of the country after large-scale destruction requires not only significant financial resources, but also modern management tools. That is why the Ministry of Community and Territorial Development is actively implementing digital solutions that help coordinate reconstruction processes at the national and local levels.

According to Deputy Minister of Community and Territorial Development Ihor Reva, one of the biggest challenges today is the need to simultaneously take into account the needs of communities, available funding, demographic changes, the economic potential of regions and the priority of restoring facilities.

Without modern information systems, it is almost impossible to process and analyze such volumes of data. That is why digitalization has become one of the key directions of state policy in the field of reconstruction.

Which digital platforms are already working?

The Ministry is gradually forming a complex network of electronic platforms that cover various areas of the country's recovery.

It remains one of the most important tools Register of damaged and destroyed property (RPZM). It has already accumulated information about more than 372 thousand objects, which were damaged or destroyed as a result of Russian aggression.

These data are used to assess the scale of destruction, determine funding needs, and implement compensation programs for owners of damaged housing.

Another key element of digital infrastructure is Unified state electronic system in the field of construction (EDESSB). It provides electronic document flow in the construction industry, automates a significant part of administrative procedures and minimizes the human factor when issuing permits.

Digital solutions for the transport and logistics sphere, in particular services, are also actively developing "eTTN" and "it's the turn", which simplify transportation registration and help optimize traffic.

Artificial intelligence will help predict reconstruction needs

One of the new directions of digital transformation has become the use of artificial intelligence technologies.

According to the Ministry of Development of Communities and Territories, analytical tools based on AI are planned to be used to forecast future needs for the restoration of infrastructure, housing and social facilities.

Such systems are capable of analyzing large amounts of information, comparing demographic indicators, the economic situation, rates of population migration, the needs of communities, and predicting which projects should be implemented as a priority.

It is expected that this will make it possible to plan state and international investments more effectively, avoid duplication of projects and respond more quickly to changes in the situation.

Digitization helps reduce corruption risks

The fight against corruption in the field of construction remains a separate direction of the digital reform.

Thanks to the work of the Unified State Electronic System in the field of construction, most administrative procedures have been transferred to an online format, which significantly reduces the number of personal contacts between applicants and officials.

According to state estimates, the operation of the digital system allows saving more than UAH 3 billion, which could previously be lost due to corruption risks, non-transparent procedures or activities of shadow intermediaries.

Automation of processes also speeds up the preparation of documents, simplifies the control of construction works and ensures openness of information.

Construction services at "Dia" have received new opportunities

In parallel with the development of the main digital platforms, the state continues to expand the functionality of electronic services for citizens and businesses.

Recently on the portal "Action" a new opportunity has appeared for users who issue documents regarding construction objects of consequence classes SS1 and SS2.

From now on, when submitting documents, applicants can independently choose the body of state architectural and construction control, who will consider their application.

It is expected that such a change will increase competition between regulatory bodies, make procedures more transparent, and shorten the terms of consideration of documents.

International partners continue to support reconstruction

Digitization is only one of the directions of the large-scale recovery program of Ukraine, which is implemented with the support of international partners.

In particular, European Bank for Reconstruction and Development (EBRD) invests to 60 million euros to the Infrastructure Fund of Ukraine Amber Dragon I, created to modernize and restore Ukrainian infrastructure.

In addition, Swiss State Secretariat for Economic Affairs (SECO) announced a competition of projects for the implementation of initiatives for the reconstruction of Ukraine with the participation of Swiss private business.

Such programs are designed not only to provide financing for reconstruction, but also to attract modern technologies, international experience and innovative approaches to the implementation of infrastructure projects.

What does digitalization mean for the reconstruction of the country

The creation of a single digital ecosystem allows the state to move from point management of individual projects to comprehensive planning of territorial development.

The combination of electronic registers, automated services, logistics platforms and artificial intelligence technologies helps to analyze information faster, more efficiently distribute budgetary and international funds, monitor the implementation of projects and increase the transparency of the use of resources.

In the future, digital tools can become one of the key foundations of Ukraine's post-war modernization, ensuring faster, technological and efficient recovery of communities, housing infrastructure, transport network and economy in general.
