Where are salaries the highest and where are the lowest?

The highest average salaries are traditionally recorded in Kyiv, where employees receive on average UAH 48,393. The top three regions were also included Luhansk region — UAH 38,143 and Kyiv region — UAH 33,849.

The lowest indicators were recorded in Chernivtsi region — UAH 24,472 and Kirovohrad region — UAH 23,882.

Industry leaders and salary arrears

The highest level of remuneration remains in the field information and telecommunications, where the average salary is UAH 77,931. Employees receive the least health care and social assistance — on average UAH 22,274.

At the same time, the problem of salary arrears remains relevant. As of July 1 the total debt of enterprises to employees has reached UAH 3.8 billion.

How salaries have changed and what is expected of the minimum wage

In recent months, the average salary has shown steady growth: in March it was UAH 30,356, in April — UAH 30,515, in May — UAH 30,961, and in June exceeded it UAH 32.7 thousand.

The government also predicts a further increase in the minimum wage. According to previous plans, with 2027 it can grow up to UAH 9,546, in in 2028 — to UAH 10,377, and in in 2029 — to UAH 11,114.

The situation on the labor market

Along with the growth of actual salaries, the offers of employers also increase. According to the State Employment Service, the average salary in vacancies at the beginning of July 2026 was UAH 30,000that on 6 thousand hryvnias more than a year earlier. This indicates the maintenance of high demand for workers and a gradual increase in the level of wages in the Ukrainian labor market.
