The subsidy can be canceled not only because of high incomes
Many Ukrainians mistakenly believe that housing subsidies stop being paid only after incomes increase. In fact, the list of reasons is much wider.
When assigning or automatically reassigning a subsidy, the Pension Fund evaluates not only the financial income of the family, but also the property status, large purchases, separate financial transactions, the composition of the household and other circumstances that may indicate a change in the financial situation of the recipient of state assistance.
In addition, after assigning a subsidy, citizens are required to report all changes that may affect the right to receive payments.
What changes must be reported to the Pension Fund
Current legislation establishes a clear deadline for informing the state about changes.
The recipient of the subsidy must notify the Pension Fund no later than 30 calendar days later after the relevant changes have taken place.
This rule applies to cases when:
- the number of registered or actually declared residents of the dwelling changes;
- one of the household members changes their social status, for example, gets a job or retires;
- there are changes in the family composition of one of the household members;
- the list of housing and communal services or the terms of their provision is changed;
- the house is transferred to another manager, the provider of utility services changes or a condominium is created.
If the recipient of the subsidy does not notify such changes in time, this may be grounds for termination of payments.
A separate reason for canceling the subsidy is the submission of inaccurate information.
If, during the verification, the Pension Fund establishes that the application or declaration contained false information that affected the right to receive the subsidy or its amount, the state assistance may be terminated.
In some cases, the citizen will also have to return funds received without legal grounds.
Problems with paying utilities can also affect the subsidy
The right to public assistance is not only related to income or property.
If the recipient has entered into an agreement on debt restructuring for communal services, but does not fulfill its terms, this may also be the reason for the termination of subsidy payments.
Therefore, even after receiving assistance, it is important to timely fulfill the financial obligations to utility service providers.
What purchases can become grounds for loss of subsidy
During the verification of the property status, individual large financial transactions carried out during the specified period are taken into account.
Subsidy eligibility may be reviewed if a person or a member of their household:
- purchased a car that is less than five years old;
- has more than one vehicle under 15 years of age (except for mopeds and trailers);
- during the last 12 months, bought an apartment, house, land plot, other real estate, vehicle, securities or other financial instruments in the amount of more than 100 thousand hryvnias;
- opened a deposit or purchased domestic state loan bonds (OVDP) in the amount of more than 100 thousand hryvnias;
- purchased foreign currency or bank metals in the amount of more than 50 thousand hryvnias during the year before applying for a subsidy or its automatic reassignment.
At the same time, there are exceptions for buying currency. If the funds were used to pay for treatment or education, such operations may not be taken into account.
Without official income, the subsidy may also not be assigned
When assessing the right to assistance, the employment of household members is also taken into account.
If among the adults there is a person who, during the period taken into account for the allocation of the subsidy, had no official income, this may also be grounds for refusal or termination of state support.
That is why the Pension Fund checks the income information of all adult family members.
The presence of several housing objects also affects the decision
One of the criteria for assessing the material situation is the number of residential properties.
If it is owned by the household more than one living space, this may become a basis for revising the right to a subsidy.
The assessment is carried out in accordance with the current rules for the assignment of state aid and taking into account the exceptions provided for by law.
Large disposable incomes are also considered
Another reason for the termination of the subsidy may be the receipt of a significant disposable income.
If its size exceeds 25 times the subsistence minimum for able-bodied persons, established on the date of subsidy assignment, the right to state aid can be revised.

What subsidy recipients should remember
The housing subsidy is assigned on the basis of information about income, property status and composition of the household. After receiving it, citizens must continue to meet the established requirements and promptly notify the Pension Fund of all changes that may affect the right to state assistance.
Late notification, large financial transactions, changes in the family composition or the acquisition of expensive property can lead to the termination of payments, and in some cases, to the need to return already received funds.
That is why, before making significant purchases, opening a deposit or other financial transactions, subsidy recipients should familiarize themselves with the current rules or seek advice from the Pension Fund. This will help avoid unpleasant consequences and preserve the right to state support.
